It should be around 5 volt and the voltage can't be changed by firmware.
Just some things to check:
What's the voltage with the White Gallop and without the White Gallop? If it is fine without and breaks down with the WG, then the input of the WG is the problem. If it is already low (like less than 4,5 volt) without anything connected then it might be a bad output. And if, is the LED still working normally?
