You can't measure with a running clock. Even 70 BPM is too fast for a multimeter. Stopped clock and cursor on 'CLOCK OUT-IN 5'.
Maybe you measure also for the reset output the same way, just to compare.

I think something is wrong here. I just measured NerdSEQ from 3 different batches and all of them show 4.7 volt, which is around the 5 volt i am expecting. With a connected input the voltage stays the same, so they are no weak outputs as it was mentioned.
Indeed, if the clock is running i get an average of 2.5 volt, also as expected. The voltmeter of the O'tool is not too accurate and uses average voltages anyway, so if the clock would be running it would show around 2.5 volt while the top would be around 4.7 volt and the bottom 0 volt.
Just another question: Is the LED flashing (or on when stopped in calibration) with normal intensity? Because that one is directly tied to the line and if the voltage would be 2.5 volt, then you could barely see the LED.
