Insert (Shift down copy) only shifts the rows in involved columns. 
I marked an area of 4x2 and only the cells below the inserted cells moved. I don't know if thats how it is supposed to work but according to the Manual...

Yes works correctly. Is a inconsistency from the manual.
PLEASE use the search function if something have been asked or discussed before.
