I have a note with a B4 trigger value surrounded by FX PRTR 034 and 000 to cause the retriggering to be skipped randomly. But it also skips the normal gate so I get no sound for that note when the probability kicks in. I expected that the note at step 08 would sound the same as the one at 00 when the retriggering doesn't happen. Did I misread the manual?

Once there is something filled in the Trigger column, it will overrule the 'auto gate' function. Thats how the rules are basically.
You could create the effect by using a TRIGGER 0FE on the first FX and the TRIGGER 0B4 on the 2nd FX and use the 2nd FX then with the probability.
