I've tried changing the values to like 46% -> 49% and it still just triggers, is there something else?

The random ranges are basically a setting to limit various kind of functions. It contains 16 range presets. (Just want to say that they are not a trigger setting or a FX setting but universal usable for different purposes).
Here you can use them together with trigger functions. See the statusline for a short explanation, this is how it works:

F0 - F3 -> Random Triggerlength. Plays randomly one of the triggers (just like trigger 10 to D0. 0 to 100% is mapped to trigger 10 to D0) within the selected range 0 to 3. So if the range is like like 0 to 50% then you would get only shorter triggers and if you would set it to 50 - 100% or so you would get the longer triggers.
F4 - F7 -> Random ratcheting. Plays randomly one of the ratchets (just like the ratch functions E0 to EF) within the selected range 0 to 3. Also here, lower percentages will most likely play ratchets with lower repetitions and higher values play also the odd and special ones. ( 0 - 100% is mapped to E0 to EF)
F8 - FA -> Random triggers and ratch. Here limited to ranges 0 - 2. Here it chooses between triggers of triggerlength (10 to D0) for lower percentages and ratchets (E0 to EF) for higher percentages
FB -> Random Gate. Depending on the range setting for Range 0 it sets a gate of the result is higher 50% and resets it if lower 50%.
FC -> Random all within Range 0. Maps 0 to 100% to trigger values 00 - EF. So all kind of triggers and retriggering in the lower percentages and ratchets in the higher percentages
FD -> Toggle Gate
FE -> Gate ON
